There is however another consideration worth
adverting to. Postage collected at Tientsin on 326
mail matter thence sent to the United Kingdom and
the British Possessions will not pay the expense of a branch office there, while the Chinese post office will be charging the same rubes on what goes to Hong- kung and to that extent lessening the receipts of
the British office; will other flag offices charge
similarly?
